Californians for Quality Schools Announces 93 School Board Endorsements of the School Facilities Bond Act

Today, the Californians for Quality Schools campaign announced that 93 school boards of education located throughout California passed resolutions endorsing the Kindergarten Through Community College Public Education Facilities Bond Act of 2016. The ballot initiative that is qualified for the November 2016 ballot is $9 billion state school bond to address the multi-billion dollar backlog of school construction and modernization projects submitted to the state for matching grants.

“It is clear that districts of all sizes, serving widely diverse communities have outstanding facility needs, totaling well over $14 billion. Ninety-three school boards all say that state participation is critically needed to help address both new school construction and badly needed health and safety upgrades to aging campuses,” said Jenny Hannah, Chief Facilities Officer for the Kern County Superintendent of Schools Office, and Chair of the Coalition for Adequate School Housing. “Passing the state bond and retaining the current school financing partnership will ensure districts will have adequate resources to start revitalizing older classrooms and building new campuses where needed.”

If passed, the measure would make $9 billion available to improve deteriorating classrooms, make upgrades to classroom technology and computer systems, provide safety improvements, ensure access to science labs, libraries and career education programs and construct necessary new facilities for elementary, secondary, and community college districts.The initiative language retains the successful current funding partnership between the state and local entities, where school districts raise local dollars and then apply for matching state funds to help maximize taxpayer investment.

The last statewide school facilities bond was passed by California voters in 2006. The state’s fund to provide matching dollars to school districts that have already raised local funds for school construction projects has been depleted, leaving a backlog of $2 billion in K-12 projects and $500 million in approved community college projects, with billions more in identified need. With estimates placing K-14 school construction funding needs for the next decade at more than $20 billion, the $9 billion bond will be a significant step forward to address the state’s future school construction needs.

The Coalition for Adequate School Housing, which has served as a strong advocate for K-12 facilities funding since 1978, partnered with the California Building Industry Association to qualify the initiative for the November 2016 ballot.
